Abstract

Subsidized fertilizer plays a crucial role in supporting agricultural productivity, particularly for smallholder farmers in rural areas. However, supply chain performance often faces constraints such as distribution delays, data inaccuracies, and allocation deviations. This study aims to: (1) identify the pattern and flow of the subsidized fertilizer supply chain in Pattangngae Village, and (2) analyze the effectiveness of subsidized fertilizer distribution based on the "six rights" indicators (right type, right quantity, right place, right price, right time, and right quality). The research was conducted from January to March 2026 in Pattangngae Village, Bola District, Wajo Regency. A descriptive quantitative approach was employed, utilizing simple random sampling to select 32 respondents from a total population of 320 rice farmers. Data collection involved observation, interviews, questionnaires, and documentation. Data analysis utilized descriptive analysis and the calculation of distribution effectiveness percentages. The results indicate that the subsidized fertilizer supply chain flow in Pattangngae Village adheres to government regulations, following the path of producer → distributor → official retail kiosk → farmer group → farmer, with all respondents registered in the e-RDKK system. The overall effectiveness of subsidized fertilizer distribution reached 71.88%, classified as "quite effective." The indicators for right type (100%), right place (100%), and right quality (93.75%) fell into the "highly effective" category, while right quantity (81.25%) was classified as "effective." However, the indicators for right price (31.25%) and right time (25.00%) fell into the "highly ineffective" category. Key constraints included prices exceeding the Highest Retail Price (HET) due to transportation costs, distribution delays at the start of the planting season, and discrepancies between fertilizer quantities and the RDKK (Definitive Plan of Group Needs).
